18 U.S.C. Sec. 1029(E)(8) defines "scanning receiver" as any device or apparatus which can be used to intercept, or receive a signal, from wire, oral, or electronic communication through the use of electronic scanning of frequencies. This definition includes, but is not limited to, radio scanners, police scanners, and any device that can be used to intercept or receive telephone, cellular, or cordless telephone conversations. The types of scanning receivers covered by this definition can be divided into two categories: radio scanners and police scanners. Radio scanners are devices that can be used to listen to radio transmissions, while police scanners are devices that can be used to listen to police radio transmissions.
