Sec. 1591(E)(5) VENTURE is a provision of the United States Code that defines a "venture" under the Trafficking Victims Protection Act (TPA). The section states that a venture is defined as "any group of two or more individuals associated in fact, whether a legal entity". The venture is designed to recruit, harbor, transport, provide, or obtain a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery. Under 18 U.S.C. Sec. 1591(E)(5), there are three types of venture: (1) trafficking ventures; (2) recruitment ventures; and (3) exploitation ventures. A trafficking venture is a venture that is engaged in the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery.
