It is a request to the court asking for permission to proceed with the case without having to pay the court fees normally associated with it. This petition is also known as an In Form Paupers (IFP) Petition. There are two types of Pennsylvania inform Paupers Petitions — Criminal: a Petition for Permission to Proceed In Form Paupers (IFP) and a Petition for Waiver of Court Costs (PCC). The PCC is used to waive fines, restitution, and other costs associated with a criminal conviction.
