The Oregon Notice of Intent to Form a Managed Care Organization (NOI) is a document that must be filed by healthcare organizations that wish to establish and operate a managed care organization (MCO) in Oregon. The NOI is a legal document that outlines the proposed MCO's structure and governance, outlines the services it will provide, and provides a detailed description of the healthcare services it will offer. The NOI must include the names of the proposed MCO's board of directors, the names of the proposed MCO's officers, and a description of the proposed MCO's organizational structure. The NOI must also include a description of the MCO's proposed services, a description of the MCO's proposed provider network, and a description of the MCO's proposed financial solvency. There are two types of Oregon Notice of Intent to Form a Managed Care Organization: a Pre-Organizational Notice of Intent and an Organizational Notice of Intent. The Pre-Organizational Notice of Intent is the first step in the process of forming an MCO and must be filed with the Oregon Department of Consumer and Business Services prior to the formation of the MCO. The Organizational Notice of Intent is the second step in the process of forming an MCO and must be filed with the Oregon Department of Consumer and Business Services after the formation of the MCO.
