New York Certification of Eligibility for Emergency Management Plates is a program offered by the New York State Department of Motor Vehicles (DMV) that allows first responders, emergency management personnel, and other authorized personnel to purchase special license plates for their vehicles. The program includes three types of plates: Emergency Management Organization (EMO) plates, Emergency Management Vehicle (MV) plates, and Emergency Management Chief (EMC) plates. EMO plates are available to any member of a recognized emergency management organization, while MV plates are available to any vehicle used for emergency management purposes. EMC plates are reserved for the chiefs of emergency management organizations. All plates are available in both standard and vanity varieties. To be eligible, applicants must provide proof of active participation in an emergency management organization or be employed in an emergency management-related field.
