A New York Statement of Abandoned Vehicle is a document that is issued by the New York State Department of Motor Vehicles (DMV) when a vehicle is deemed to be abandoned on a public street or highway. The Statement of Abandonment outlines the vehicle's make, model, and vehicle identification number (VIN), as well as details regarding the vehicle's condition and location. There are two types of New York Statement of Abandonment: a "Notice to Owner/Lien holder" and an "Affidavit of Abandonment." The Notice to Owner/Lien holder is issued to the vehicle's owner, lien holder, or person of interest, and provides notification that the vehicle is considered abandoned. The Affidavit of Abandonment is completed by a tow truck operator or police officer, and is used to officially declare the vehicle abandoned.
