The New York SH-1 Senior Citizen Form, also known as the Senior Citizen Rent Increase Exemption (SCRIBE) Application, is a document used by New Yorkers aged 62 and older to apply for a rent increase exemption on rent-regulated apartments. The SH-1 form is used to certify a tenant’s eligibility and to document the amount of the rent increase exemption. There are two types of New York SH-1 Senior Citizen Form: the SH-1A for tenants who are currently receiving the SCRIBE benefit and the SH-1B for tenants who are applying for the SCRIBE benefit for the first time. The SH-1 form must be renewed annually in order for a tenant to remain eligible for the SCRIBE benefit.
