The Michigan Non-Appropriated Fund Voucher (AFV) is a financial instrument used by Michigan state agencies to make payments for goods and services not appropriated through the state budget. It is a secure, non-cash payment method designed to be used for small purchases of goods and services. AFV vouchers are used to pay contractors, vendors, and other government entities for various goods and services provided to the state. There are two types of Michigan Non-Appropriated Fund Vouchers: the Regular AFV, which is used for goods and services not eligible for payment with a state-issued check; and the Fund Transfer AFV, which is used to transfer funds electronically between state agencies and other government entities.
