The Hawaii Designation of Responsible Individual (DRP) is an official document that assigns a person responsible for the operation, maintenance, and compliance of a particular vessel. This individual is responsible for managing the vessel’s safety, navigation, personnel, and environmental requirements. The DRP must be fulfilled by an individual who is knowledgeable, experienced, and capable to ensure the vessel’s safety and compliance. There are two types of Hawaii Designation of Responsible Individual: a captain or a licensed mariner. A captain is the highest-ranking and most experienced individual on board the vessel. A licensed mariner is a person who has the necessary qualifications and certifications to operate the vessel. The DRP must be updated periodically to ensure that the designated individual is still qualified to perform the duties that are necessary for the vessel’s safe and compliant operation.
