The California Declaration Of Premarital Counseling (Underage Marriage) is a legal document that is signed by a minor (under the age of 18) and an adult (over the age of 18) when they wish to get married in the state of California. This form declares that both parties have received premarital counseling from a qualified counselor and that they understand the consequences of getting married at a young age.
