The former rule has permitted parties to dismiss claims without prejudice even after extensive discovery or other pretrial proceedings have taken place. To start a case, you must use the Conciliation Court Claim Form.Filling Out the Form. Dismissal with prejudice means that the plaintiff cannot refile the same claim again in that court. Establish property records and record real estate transactions within Hennepin County. A civil action is a lawsuit that involves money, injury or damages, return of property, civil rights, or other non-criminal matters. "with prejudice" means that the order or action to be carried out ("destroy them") is final and no appeal or other recourse is available.
