Wisconsin Solicitations of Interest (SOI) are a process used by the state of Wisconsin to solicit and evaluate proposals from organizations and businesses seeking to provide services or products to the state. SOI are either issued by the state agency or through the Wisconsin Procurement Institute (WEI). There are two types of SOI: Request for Information (RFI) and Request for Proposals (RFP). An RFI is a non-binding document used to obtain information from potential vendors to determine the best solution for the state. An RFP is a binding document that outlines the requirements and expectations of the vendor and the state, and includes an evaluation process for selecting the best proposal. The SOI process allows the state to identify potential vendors and assess their capabilities before issuing a formal Request for Proposal (RFP).
