18 U.S.C. Sec. 542 defines what constitutes fraudulent activities in the context of the importation of goods. Specifically, it states that it is illegal to knowingly enter or attempt to enter any goods into the United States by means of any false statement or false document or by using any false statement or false document in any manner. Furthermore, it is illegal to enter or attempt to enter any goods into the United States without proper entry or entry documents, or to knowingly make any false statement or false document in connection with any entry of goods into the United States. There are two types of 18 U.S.C. Sec. 542 fraudulent activity: (1) making false statements or documents; and (2) entering goods without proper entry or entry documents. Both activities are illegal and punishable by law.
