Furthermore, it is illegal to enter or attempt to enter any goods into the United States without proper entry or entry documents, or to knowingly make any false statement or false document in connection with any entry of goods into the United States. There are two types of 18 U.S.C. Sec. 542 fraudulent activity: (1) making false statements or documents; and (2) entering goods without proper entry or entry documents.
