18 U.S.C. Sec. 1030(E)(2) defines "protected computer" as any computer which is used in or affecting interstate or foreign commerce or communication, including a computer located outside the United States that is used in a manner that affects interstate or foreign commerce or communication of the United States. This definition includes computers used in a wide range of activities, including national defense, banking operations, and communications networks. The two types of protected computers described in this section are: (1) computers used in or affecting interstate or foreign commerce or communication, and (2) computers located outside the United States that are used in a manner that affects interstate or foreign commerce or communication of the United States.
