Controlled Substances Offenses — Controlled Substance Defined is a category of criminal offenses that involve the possession, sale, distribution, or manufacture of substances classified as controlled substances by the United States government. Controlled substances are defined under Federal and State laws as drugs that have a high potential for abuse and addiction.
