Pennsylvania Transfer of Foreign Registration is a procedure for transferring a vehicle registered in another state to Pennsylvania. This includes vehicles owned by active duty military personnel, those who are employed in Pennsylvania or enrolled in a Pennsylvania educational institution, and those who are moving to the state. There are two types of Pennsylvania Transfer of Foreign Registration. The first is a transfer of registration with an out-of-state title. The second is a transfer of registration without an out-of-state title. For both types, the vehicle must meet all Pennsylvania inspection requirements, and the owner must provide proof of ownership, proof of Pennsylvania residency, and proof of insurance. The owner must also pay the applicable registration fees and taxes.
