Consent to NYS Workers' Compensation Board Jurisdiction for non-New York Licensed Carriers (3C Coverage) is a form of insurance that covers New York State Workers' Compensation Board employees who are not licensed to carry workers' compensation insurance in the state of New York. This type of insurance is required for businesses and individuals who operate a motor vehicle in New York State and who are not licensed carriers in the state. The consent is required in order for the business or individual to receive coverage for workers' compensation claims arising from any injury or illness incurred while in the course of operating the motor vehicle in New York State. There are two types of Consent to NYS Workers' Compensation Board Jurisdiction for non-New York Licensed Carriers (3C Coverage): 1. Voluntary Consent: This type of consent is voluntary and is issued by the state when the business or individual agrees to accept New York State Workers’ Compensation Board coverage. 2.
