Alaska Request for Conference (ARC) is a process that allows individuals, organizations, and government entities to request a conference with the Alaska Department of Environmental Conservation (ADC). The purpose of the conference is to discuss issues related to the state’s environmental regulations and policies. The conference must be requested in writing and is typically granted within 45 days. There are three types of Alaska Request for Conference: Formal, Informal, and Mediation. A Formal Request for Conference is a formal hearing before an administrative law judge. It is held to determine whether a violation of ADC’s regulations or policies has occurred and to impose an appropriate penalty. Informal Requests for Conference are less formal proceedings that involve informal discussions between the requester and ADC staff. This type of conference is typically used to resolve issues informally. Mediation Requests for Conference are held before a neutral third party to resolve disputes between the requester and ADC. The mediator helps the parties reach a mutually acceptable agreement.
