STAR is the largest managed care program in Texas. Most people who receive Medicaid in Texas are enrolled in STAR. The program primarily provides services to children, pregnant women and some families.

Age and Disability — You must be at least 65 or older or, if under 65, you must get Social Security or Railroad Retirement disability benefits. If you are not getting a disability benefit, HHSC will complete a disability determination using your medical, education, and work history information.
Eligibility: The aged, blind, and disabled. Also, parents with dependent children are eligible with household incomes up to 15% of FPL. Children are eligible for Medicaid or CHIP with household incomes up to 201% of FPL, and pregnant women are eligible with household incomes up to 198% of FPL.
Families must meet income guidelines to qualify for child care assistance. A family's income must not exceed 85 percent of the state median income for a family of the same size and whose assets do not exceed $1 million.
