However, the Certificate of Completion only indicates the project has been completed but does not grant occupancy. In order to occupy a building, you must have received at one point or another a Certificate of Occupancy.

The Notice of Commencement shall be recorded in the office of the Clerk where the real property is located. See Florida Statute 713 for detailed information, including posting requirements.
Documents are recorded at the Clerk of the Courts, MIAMI-DADE COUNTY RECORDER, COURTHOUSE EAST, 22 N.W. First Street, 1st Floor, Miami, FL 33128. You can record the Notice of Commencement by mail. The original Notice should be sent to the County Recorder, P.O. Box 011711, Flagler Station, Miami, Florida 33101.
Under Section 8-11(f) of the Miami-Dade County Code, the owner of a building which has been in existence for forty (40) years or longer is required to have the building inspected for the purpose of determining the general structural condition of the building and the general condition of its electrical systems.
