You are allowed to conduct construction on your property between 7am and 6pm on weekdays. At all other times, including anytime on the weekends, you must apply for after-hours authorization.
3319.3 Certificates required. No owner, equipment user, or other person shall authorize or permit the use or operation of a crane or derrick that does not possess and/or is not in conformance with a certificate of approval, certificate of operation, and certificate of on-site inspection.

NYC Building Code §3300 governs construction safety and applies to decks and porches. If either is built with a roof, the structure may then be considered an additional room – and different zoning rules and NYC Construction Codes provisions could apply.
NYC 2022 Code: Chapter 33 Code Revisions – BC 3307 – Protection of Pedestrians. The existing code required the protection of sidewalks and pedestrian walkways when overhead work was planned. The revised code added bicycle lanes as well. Protection shall be in ance with DOT regulation.
Commercial, Street, and Highway Construction is allowed on weekdays between 7 AM and 6 PM. However, emergency work necessary for public safety, or work that cannot be performed during normal work hours may occur after hours or on weekends.

A site safety plan controls and prevents safety hazards on a construction site. Site safety plans help contain collateral damage when an incident occurs at height above the public or adjoining property.
