Claiming exempt from withholding on your tax forms means that you believe you will owe no federal income tax for the year. If you claim exempt and later find that you owe taxes at the end of the year, you could face a tax bill, and possibly penalties, if you do not meet the criteria for exemption.

If you want to get close to withholding your exact tax obligation, then claim 2 allowances for both you and your spouse, and then claim allowances for however many dependents you have (so if you have 2 dependents, you'd want to claim 4 allowances to get close to withholding your exact tax obligation).

Sign up for an e-Services account online using your Federal Employer ID Number. Log in to your e-Services account and register your business for withholding tax. Upon receipt, provide your withholding tax account ID to your payroll provider.
