In Utah, you keep the plates; do not let new owner drive off with plates on the car.
Each state has its own form to initiate the cancellation of license plates. Use the correct form for the state in which the car is registered. Most states make their forms available for download as PDFs. They're usually formatted so that you can fill them out on your computer or device before you print them.
Renewal Express Temporary Permits The permit will allow the vehicle owner 30 days to operate the vehicle in order to obtain the vehicle's safety and/or emissions certificates. This is only applicable if the vehicle's registration has expired within the last six months.
Driving without registration or certificate of title -- Class C misdemeanor. A violation of Subsection 41-1a-202(3), related to registration of vehicles after establishing residency, is a class C misdemeanor and, except as provided in Subsection (1)(b), has a minimum fine of $1,000.
If you do need to cancel your registration for any reason, please follow these simple instructions. Send an email cancellation request to subscribe@utah. Be sure to include your account number(s) in the email. If you want it cancelled in the future, provide an effective date.

To change your address with the IRS, you may complete a Form 8822, Change of Address (For Individual, Gift, Estate, or Generation-Skipping Transfer Tax Returns) and/or a Form 8822-B, Change of Address or Responsible Party — Business and send them to the address shown on the forms.
Use form TC-69 to register with the Utah State Tax Commission for the taxes listed below. To register a DBA, use the Business Name Registration / DBA Application, available at all Department of Commerce registration locations, online at commerce.utah, or by phone at 801-530-4849.
Certain services are taxable. For example, charges for labor to repair, renovate or clean tangible personal property are taxable. Check the Utah Department of Revenue to see if your service is taxable. Tangible products in Utah are generally taxable.
