Yes. This is only from personal experience, but, unless you actually wear the costume (full costume) in to the last level, you will not be able to complete it without everyone getting killed. If I wear anything else, the dialogue does not even happen.
Kent will give you occasional upgrades to the Silver Shroud outfit if you can keep him alive. You got to be quick to take out Sinjin, Best option is to bring a very power sniper weapon and VATS him in the face as fast as you can.
You have to let him make the outfit into armor before you can remove it from your inventory.
There aren't any more Silver Shroud missions after you finish the quest, regardless of whether Kent lives or dies. The only difference is that if Kent survives he'll upgrade the Silver Shroud Costume into Silver Shroud Armor, and provide three leveled incremental upgrades to the armor.

Make sure you equip silver shroud hat and coat and equip the silver machine gun. Turn on silver shroud radio and leave it on for the quest duration. Then walk to ally between hotel and memory den to find a crouching man kill him and it should work. I had the same problem.
(SPOILERS) Do not complete the Silver Shroud Quest line until you have enough charisma to save Kent! If you save Kent he will upgrade your armor at certain levels which will eventually make it the second best armor in the game. I maxed charisma and did a quick save before the last boss battle.
Wear the Silver Shroud costume when you confront the Mechanist in the Automatron DLC and when you go to Dry Rock Gulch in the Nuka-World DLC. You'll not regret it.
As a reward for the help, Kent will offer to improve the Silver Shroud Armor. The upgraded armor will have an additional 15 damage resistance with the same 15% special armor effect, making the visit worthwhile.
