General law counties have some flexibility with regard to supervisors' salaries, the appointment of a county administrator, the election or appointment of other officers, the number and types of employees, and other matters. Charter counties gain no additional regulatory powers or revenue flexibility.
There are currently 13 charter counties, including: Alameda, Butte, El Dorado, Fresno, Los Angeles, Orange, Placer, Sacramento, San Bernardino, San Diego, San Francisco, San Mateo, Santa Clara, Tehama. General law counties are governed by the California Government Code.
San Bernardino (/ˌsæn ˌbɜːrnəˈdiːnoʊ/ SAN BUR-nə-DEE-noh) is a city in and the county seat of San Bernardino County, California, United States.
An amendment may be proposed by a two-thirds vote of both Houses of Congress, or, if two-thirds of the States request one, by a convention called for that purpose. The amendment must then be ratified by three-fourths of the State legislatures, or three-fourths of conventions called in each State for ratification.
The Legislature by rollcall vote entered in the journal, two-thirds of the membership of each house concurring, may propose an amendment or revision of the Constitution and in the same manner may amend or withdraw its proposal. Each amendment shall be so prepared and submitted that it can be voted on separately.
