Franklin was the only man to sign the three key documents in the birth of the United States: the Declaration of Independence, the Treaty of Paris, and the Constitution. To those can be added an important fourth, the 1778 Treaty of Alliance with France.
In 1787 he was the oldest member of the Constitutional Convention, suffering from poor health and often excruciating pain. Nonetheless, Franklin's experience as a seasoned diplomat and negotiator, combined with his keen observation of human nature, made him an ideal delegate to the Convention.

Amendments proposed by Congress or convention become valid only when ratified by the legislatures of, or conventions in, three-fourths of the states (i.e., 38 of 50 states).
