A Senator or Delegate presents the idea to the Division of Legislative Services and requests that it be drafted into a bill. The bill is signed by the patron, introduced, and printed. The bill is referred to an appropriate committee. The members of the committee consider the bill and decide what action to take.
Bills may originate in either house of the Virginia General Assembly. A Senator or Delegate has an idea for legislation or receives requests for legislation from constituents, state agencies, organizations or the business community.
"The General Assembly shall meet in regular annual sessions and in such special sessions as occasion may require. Special sessions shall be convoked by the Secretary-General at the request of the Security Council or of a majority of the Members of the United Nations."
If the author is a Senator, the bill is introduced at the Senate Desk; if an Assemblymember, at the Assembly Desk, where it is assigned a number and read for the first time.

Any member in the House of Representatives may introduce a bill at any time while the House is in session by simply placing it in the “hopper” at the side of the Clerk's desk in the House Chamber. The sponsor's signature must appear on the bill. A public bill may have an unlimited number of co-sponsoring members.
Special Session Defined. A “special” session is one convened pursuant to a proclamation issued by the Governor. Article IV, Section 3(b) of the state Constitution specifies, in part: “on extraordinary occasions the Governor by proclamation may cause the Legislature to assemble in special session.
All legislation begins as an idea. Ideas can come from anyone. The process begins when someone persuades a Senator or Assembly Member to author a bill. Both Assembly Members and Senators are limited to introducing 50 bills per two-year session.
In even-numbered years, the session length is 60 days; in odd-numbered years it is 30 days. The session may be extended by a 2/3 majority vote in both houses. Both the governor and the General Assembly (with 2/3 majority vote in both houses) can call for a special session.
