How can someone change the zoning on a property? Uniform Land Use Review Process (ULURP). This process includes review by and recommendations from the affected community board(s) and the Borough President. The City Planning Commission and ultimately the City Council decide whether to approve the zoning change.
Simply put, a zoning amendment is a change made to a specific section of a zoning code, or area on a zoning map, without requiring a complete rewriting of the zoning code. Without zoning amendments, zoning codes would be much more static.
An amendment to the zoning text involves introducing new text or amending existing text in the Zoning Resolution. A zoning map amendment entails changing the zoning designation on the zoning map(s), which could affect one lot, many blocks or sometimes an entire neighborhood.
The Zoning Resolution consists of 14 Articles and 11 Appendices, plus 126 Zoning Maps, that establish the zoning districts for the City and the regulations governing land use and development. Articles I through VII contain the use, bulk, parking and other applicable regulations for each zoning district.
