There are two types of Washington Plan Development: What Are My Rights & Responsibilities? Programs: the Residential Plan Development Program and the Commercial Plan Development Program. The Residential Plan Development Program provides guidance and resources for homeowners and developers to ensure that all residents of Washington have access to their legal rights and responsibilities when it comes to residential real estate development. The Commercial Plan Development Program provides guidance and resources for commercial developers and lenders to ensure that all residents of Washington have access to their legal rights and responsibilities when it comes to commercial real estate development.
