18 U.S.C. Sec. 1029(A)(9) prohibits the use, production, trafficking, or possession of hardware or software configured to obtain telecommunications services without the authorization of the supplier of such services. This includes any hardware or software used to access, intercept, or modify any type of telecommunications service, such as telephone or cable services, without the consent of the supplier. Types of activities prohibited include, but are not limited to, cloning of SIM cards, the use of certain signal hammers, and the use of signal-amplifying devices to intercept cellular phone signals. Possession or use of hardware or software configured to obtain telecommunications services without the authorization of the supplier of such services is a federal offense and is punishable by fines or imprisonment.
