South Carolina CER CLA, or the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, is a United States federal law that provides the framework for responding to releases of hazardous substances into the environment. CER CLA establishes a fund, known as the Superfund, to pay for the cleanup of contaminated sites. The South Carolina CER CLA program is administered by the South Carolina Department of Health and Environmental Control and provides funding for the investigation and cleanup of contaminated sites. The three types of South Carolina CER CLA are the Non-Federal Program, the State Superfund Program, and the Brownfield Program. The Non-Federal Program is for sites that do not qualify for federal funding, while the State Superfund Program provides funding for the response and cleanup of hazardous substances. The Brownfield Program is designed to help redevelop contaminated properties.
