The certification is issued to the business after it has submitted an amended plan of reorganization that meets the applicable requirements and has been approved by the Dobs. The certification serves as proof that the business is in compliance with the reorganization provisions and allows it to move forward with the reorganization process. There are two main types of Pennsylvania Certification Regarding Amended Plan of Reorganization: 1) certification of the amended plan of reorganization without the need for a hearing; and 2) certification of the amended plan of reorganization after a hearing. The first type is issued when the amended plan of reorganization complies with all applicable provisions and is approved by the Dobs without the need for a hearing. The second type is issued after a hearing is held to review the amended plan of reorganization and the Dobs deems it to be in compliance with the applicable provisions.
