List of Inactive Neutrals New York List of Inactive Neutrals (also referred to as NYLON) is a list maintained by the New York State Office of Court Administration (OCT) of all persons who have been approved as neutrals by the OCT, but who are not currently available for assignments as neutrals. These neutrals are categorized into two classes: Mediators and Arbitrators.
