New York List of Inactive Neutrals (also referred to as NYLON) is a list maintained by the New York State Office of Court Administration (OCT) of all persons who have been approved as neutrals by the OCT, but who are not currently available for assignments as neutrals. These neutrals are categorized into two classes: Mediators and Arbitrators. Mediators are neutrals who are appointed to facilitate communication and negotiation between parties to resolve disputes without a formal trial, while Arbitrators are appointed to make decisions and render awards in disputes that are usually already in litigation. Both types of neutrals must be approved by the OCT to be included on the NYLON list. The neutrals on this list have either retired, moved to a jurisdiction outside of New York, or are not available for assignments at the time.
