A Green Sticker is similar to highway registration except it allows California residents to operate their OHV off-highway on lands that are open and accessible to the public for OHV recreation.
To register your OHV, you will need: An Application for Title or Registration (REG 343) form. Proof of ownership, such as. A Verification of Vehicle (REG 31) form completed by an authorized DMV employee, peace officer, vehicle verifier, or auto club employee. Applicable registration fees or use tax.

Green Sticker or Red Sticker The Green Sticker allows vehicles to operate on public land all year. The Red Sticker is for motorcycles and ATVs model year 2003 and newer that fail to meet the emission standard established by the California Air Resources Board.
Solid Green Light A green traffic signal light means GO. You should still stop for any vehicle, bicyclist, or pedestrian in the intersection.
ATV riders must not operate their vehicle off-highway in a reckless manner. They must abide by all signage posted in designated areas. Riders with suspended or revoked licenses must not operate their vehicle until the DMV reinstates their licensure. Open-container and DUI law applies to ATV operation.
Many dirt roads are open to registered OHVs, but there are a few exceptions. For example, dirt roads in Death Valley National Park are open only to street-legal vehicles. Also, in many National Forests, some "maintained" dirt roads require street-legal registration and a license. Always check before-hand.
Any motorcycle or vehicle originally manufactured and registered for off-highway use cannot be converted for on-highway use, unless it is manufactured for dual purpose. If the OHV's engine bears a small off-road engine (SORE) label, refer to the Original OHV Registration Applications section in this chapter.

ATVs do not meet federal standards for on-highway use and cannot be converted. If your OHV has a red ID plate, it cannot be registered for on-highway use. Exceptions: Motorcycles manufactured before 2005 with an engine size of less than 50 cc are exempted from emission label requirements.
