Generally speaking, ATVs may be operated: On private property with the consent of the owner. On state-owned property on clearly marked and designated trails. On highways and streets when necessary to cross a bridge or culvert.
Public roads and property, including beaches and sand dunes. Legal operation is only allowed on property in which you own or have permission to use, which can include beaches. Excessive Speed - ATV operators may not travel at a speed that is greater than reasonable for the conditions.
For a privately bought ATV, you must send DCNR: A completed application for registration and title. Proof of the Vehicle Identification Number (VIN) Fees. Pennsylvania sales tax or proof of payment.

Complete the ATV/UTV Registration Form and provide a Purchaser's Certificate or a “Bill of Sale” showing a complete description of the vehicle, including the serial number or other identifying numbers, as well as the seller's name and address.
You will receive your registration card and ATV registration plate or snowmobile registration decal in 4-6 weeks. Take the completed application, proof of VIN/Ownership and payment to one of our registered dealers located throughout the state. You can locate a dealer by going to the Dealer List.
Liability insurance coverage is required for all ATVs that are required to have general registration. Proof of this coverage should be carried by the operator. The law does not specify a minimum dollar amount for this coverage.
