The vehicle reenters California after being registered or titled out of state for one year or more and is being registered in the same owner's name(s) and has 7,500 or more odometer miles at the time of reentry.
Under California's regulations, a new vehicle (defined as a vehicle that has fewer than 7,500 odometer miles) which is not certified to California's standards may not be sold within or imported into the state. If such a vehicle enters California, a Notice of Violation (NOV) is issued.
Low Mileage: Less than 10,000 miles. Typical: Between 10,000 and 45,000 miles. High Mileage: Over 45,000 miles.
A driver's license is required to operate an ATV in California if the rider is over the age of 18. Minors are required to have a safety certificate and be supervised by an adult with a valid driver's license.
Low-Use Exemption A vehicle that travels more than 1,000 miles annually can use the low-use vehicle exemption as long as it operates less than 1,000 miles within California each year. The low-use option allows the vehicle to be exempt from PM filter and engine replacement requirements.
California's 7,500 Mile Rule You can't register a vehicle with less than 7,500 miles unless it's California-certified. You can check for an emission label stating it conforms to California regulations or is legal to sell in California.
ATVs do not meet federal standards for on-highway use and cannot be converted. If your OHV has a red ID plate, it cannot be registered for on-highway use. Exceptions: Motorcycles manufactured before 2005 with an engine size of less than 50 cc are exempted from emission label requirements.
