Steps to Register a Boat without a Title in North Carolina Proof of Ownership: Even without a title, you'll need to provide proof of ownership. Complete the Application: Fill out the Application for Vessel Number (Form VL-1), which is available online or at any Wildlife Service Agent location.

Number must read from left to right on both sides of the bow. Number must be in at least three-inch-high BLOCK letters. Number's color must contrast sharply with its background. Letters must be separated from the numbers by a space or hyphen: NC 0000 AB or NC-0000-AB.

All motorized vessels used on public waters must be registered, including jet skis. US Coast Guard Documented Vessels operating in North Carolina for over 90 consecutive days must be registered. All sailboats used on public waters must be registered if longer than 14 feet at the load waterline.

In North Carolina, you must have a North Carolina Certificate of Number (registration) and a validation decal to operate your vessel legally on public waters. The only exceptions are: A non-motorized vessel. Sailboats 14 feet or less in length.

Registration number should be the only numbers on the forward half of the vessel. The registration number must be at least three inches in height and of block character font. Also, they must be of a contrasting color of the background. The boat registration numbers must stay clearly visible and legible.
