An Act 101 mandated local government must adopt an ordinance that requires recycling. The ordinance shall require the following: 1) Recycling at single-family homes and apartments; commercial, municipal, and institutional establishments; and at community activities.

Municipalities, other than counties, with a population of 10,000 or more people or with a population of more than 5,000 but less than 10,000 people, and a population density of more than 300 people per square mile, are mandated to recycle.

Pennsylvania made recycling the law in July 1988 with Act 101, the Municipal Waste Planning, Recycling and Waste Reduction Act, making Pennsylvania the largest state in the nation to require recycling.
