What you need to do is reference the duchy map mode to see what duchy your county is part of, then acquire more counties within that duchy until you can claim the duchy title for yourself. This will raise your rank from count to duke. Then, as a duke, you can have counts as vassals.
Using the 'Fabricate Claim on County' councilor interaction will provide an unpressed claim on the targeted county. If the holder of the targeted county also holds its de jure duchy title and the court chaplain has high learning, there is a 20% chance of gaining a claim on the county's de jure duchy instead.
You just right click the person holding the title and then select ``buy claim''. It's right above ``request claim'' where you usually get it from the pope.
Title claim inheritance Upon succession, eligible children are given pressed claims on titles they did not inherit nor vassalise.
