House speaker and Senate president pro tempore may call a special session upon receiving a joint written request of at least 60 percent of the members of each chamber. The special session could consider only the subjects listed in the request petition.
In every US state special sessions may also be called, but in some states the power rests solely with the governor. These states are Alabama, Arkansas, California, Indiana, Kentucky, Michigan, Minnesota, Mississippi, North Dakota, Rhode Island, South Carolina, Texas, and Vermont.

The Sheriff's Transitional Assistance Reentry Team (START) works with the incarcerated population who are homeless, suffer from substance abuse or mental illness or otherwise need assistance upon release from custody. START includes deputy sheriffs, probation officers, a part time social worker and support staff.
