A Project Labor Agreement (PLA), also sometimes called a Project Stabilization Agreement (PSA), is used to help establish the terms and conditions of employment for a specific construction project.
Project Stabilization means issuance of a final certificate of occupancy for the Project and ninety percent (90%) of the Project's units under arm's length executed leases for at least sixty (60) days.
PLAs are pre-hire collective bargaining agreements negotiated between one or more construction unions and one or more construction employers (contractors/project owners) that establish the terms and conditions of employment for a specific construction project.
PSAs normally govern work rules, wages, benefits, and dispute resolution processes for every worker on a particular project. Typically, PSAs are pre-hire collective bargaining agreements that are signed either before planning begins or construction commences.
The Professional Services Agreement (PSA) is used as a "Blanket Agreement" to contract with a consultant for a specific period of time. When a facility is ready to use the consultant's services, Exhibit A (Written Authorization to Perform Services) is executed .
