(g) "Harasses" means a knowing and willful course of conduct directed at a specific person which seriously alarms, annoys, torments, or is detrimental to such person, and which serves no legitimate or lawful purpose.

New Jersey's Anti-Bullying Bill of Rights Act (ABR) is commonly referred to as the Harassment, Intimidation, and Bullying (HIB) law. The purpose of the law is to strengthen the standards by which school districts prevent, report, investigate and respond to incidents of bullying.
Once the investigation is completed and submitted to the building principal, it is then submitted to the Superintendent for review. The superintendent is required to review cases anonymously with the Board of Education. Once that is done a final decision can be processed and formal parent notification is completed.
