It's illegal to practice law without a license. Giving out advice about what actions to take in court could be the practice of law. Usually people get in trouble when they upset someone who then checks them out and reports them.
In order to be a practicing lawyer, you must have a law degree from an accredited institution and pass your state's bar exam. So while anyone can technically call themselves a lawyer, it's important to make sure they are actually qualified to practice law before hiring them for legal services.

There is no state in the US which permits someone not otherwise licensed to become a lawyer in that state without passing their state bar exam. Even in states with apprenticeship programs, those are in lieu of the education requirement of a JD, not exemptions from sitting for the bar exam.
Local Court Rules and Procedures: While an attorney doesn't need to live in your county, having local knowledge can be advantageous. Attorneys familiar with the specific court system where your case is being heard may have a better understanding of local rules, procedures, and even the preferences of local judges.

Similar to other academic suffixes like "Ph. D." or "M.D.," a J.D. indicates that the titleholder has completed law school.
