Individuals acquiring or receiving a regulated firearm through a licensed firearms dealer, secondary (private party) sale, gift, inheritance or a person who wishes to voluntarily register a regulated firearm is required to complete a MSP 77R.

The process is the same for residents and non-residents alike, and Maryland is a Shall Issue state. It requires a 16 hour class. If you complete the class and meet the requirements in the application process, you will receive the permit.
Under the Brady Law, if there's something in your record that needs further investigation, then the FBI has three business days (not including the day they run your initial background check) to get back to you. If the FBI doesn't either approve or deny you after three business days, then you can go ahead and buy a gun.
HQL STANDARD: Requires 4 hour training class by a Qualified Handgun Instructor and obtain fingerprints. HQL TRAINING EXEMPT: Has a DNR Hunter Safety Card, already has a firearm already registered to them in Maryland or has a Military DD214 stating an Honorable Discharge and obtain fingerprints.
Valid for 1 year or until you use it once. If buying another restricted firearm, gotta fill out another 77R.
