The Washington Notice and Summons by Publication (Dependency) (SMB) is a legal document issued by the court in Washington State that requires a parent to appear in court to answer to an allegation of child neglect or abuse. This notice is published in a newspaper, and must be printed twice a week for two consecutive weeks. The SMB notice informs the parent that a dependency petition has been filed with the court, and that they must appear in court on a specified date to answer the petition. The notice contains the names of the child, the parent, and the court, as well as the date and time of the hearing. There are three types of Washington Notice and Summons by Publication (Dependency) (SMB): Non-delegated SMB, Delegated SMB, and Adjudicatory SMB. Non-delegated SMB is used when the court has not yet determined that the parent is neglectful or abusive. Delegated SMB is used when the court has found the parent to be neglectful or abusive and has issued an order against them. Adjudicatory SMB is used when the court has already held a hearing and issued an order, but the parent has not complied with the order.
