The Rhode Island Memorandum of Understanding (YOU) is an agreement between the Rhode Island Department of Health and the healthcare provider or service organization. It outlines the provider's commitment to protecting the health and safety of patients, ensuring the quality of care, and promoting greater access to care. The is also designed to promote collaboration between the two parties in order to improve outcomes for patients. There are two types of Rhode Island Memorandum of Understanding: the Quality Improvement Plan (HIP) YOU and the Collaborative Care YOU. The HIP YOU are designed to promote quality improvement activities and requires the provider to report quality improvement activities to the Department of Health on a regular basis. The Collaborative Care YOU promote collaboration between the provider and the Department of Health in order to improve patient outcomes and requires the provider to report data on patient outcomes to the Department of Health.
