Massachusetts Insurer Request Certification is a process that allows insurers to request certification from the Massachusetts Division of Insurance (DOI) for their products, services, and rates. This certification is required for participation in the Massachusetts health insurance market. There are three types of Massachusetts Insurer Request Certification: Individual/Family, Small Group, and Large Group. For Individuals/Families, insurers must submit a rate filing that outlines the proposed rates and coverage for the product. For Small Group, insurers must submit a rate filing, product filing, and a service area filing outlining the proposed rates, coverage, and network of care providers. For Large Group, insurers must submit a rate filing, product filing, and service area filing outlining the proposed rates, coverage, and network of care providers, as well as a marketing filing outlining the proposed marketing and advertising materials. All filings must meet the standards set by the DOI in order to be approved.
