California: California requires all ATVs to be registered with the Department of Motor Vehicles. If the title is missing, an Application for Duplicate or Transfer of Title may be required along with a bill of sale. California also mandates an off-highway vehicle identification sticker that must be renewed annually.
You can simply go to the title dept and request an off road title. Show the bill of sale and provide the VIN and you should be good.
If you are unable to establish ownership through any one of the available BMV title application processes, you must obtain a court order. Once you have received the court order, you may apply for a certificate of title through the BMV.
