111. (a) "All-terrain vehicle” means a motor vehicle subject to subdivision (a) of Section 38010 that is all of the following: (1) Designed for operation off of the highway by an operator with no more than one passenger. (2) Fifty inches or less in width.
Homemade trailer exceeding 3,000 pounds, are required to go through the rebuilt application process and inspection. Homemade trailers 3,000 pounds or less may request an assigned serial number from their county treasurer to begin the title application process.
To register a specially constructed vehicle (including a kit commercial vehicle), you will need: A completed Application for Title or Registration (REG 343) form. A vehicle verification by an authorized DMV employee. Bring your vehicle to a DMV office for verification.

A vehicle designed and manufactured for off-highway use may not be operated on a California highway even though it may be highway legal in its home state because it does not meet the federal highway safety standards for highway vehicles.
Your vehicle does not need a smog inspection if your: Gasoline-powered vehicle is a 1975 year model or older (This includes motorcycles and trailers.) Diesel-powered vehicle is a 1997 and older year model OR with a Gross Vehicle Weight of more than 14,000 pounds.
Motorcycles, off-highway vehicles, and diesel-powered vehicles cannot be converted to California emissions standards at this time. Therefore, they cannot be registered in California unless they were originally manufactured to meet U.S. and California emissions standards.
