One of the most commonly asked questions about NY ATV laws is whether or not ATVs are 'street legal' in the state of New York. As noted above, all terrain vehicles must be registered with the Department of Motor Vehicles, but it is not legal to operate them on public highways.
To register a quad in New York without a title, you need to provide an alternative proof of ownership, such as a notarized bill of sale, an affidavit of ownership, or a transferable registration from the previous owner.
This law, known as Senate Bill S2702, became effective in February 2024. The law also raised the minimum age for supervisors of young riders on public lands from 16 to 18. Now, any ATV operator under 16 must be under the supervision of someone over 18, who must also possess an ATV safety certificate.
All four-wheel vehicles must have a minimum of two (2) headlights, two (2) brake lights, and two (2) taillights. Taillights must be mounted at least 48 inches from the ground if other than stock. The brake light must be at least 3" in diameter. All UTV's must also have two (2) additional rear facing safety lights.
